Cash registers rolls - legislation

According to Art. X, point 3, section 7 of the GEO 94/2004, the ordinance through which important changes have been made regarding the fiscal regulations, including regarding rolls regime for the cash registers, states the following:

Users of fiscal electronic cash registers, legislation rolls, are forced:

a) to use only consumables of the type and with technical characteristics provided in the user manual of the respective appliance;

b) to use only consumables that ensure maintaining legibility of the data during the archiving period stipulated by this emergency ordinance;

c) to require the authorized distributor from whom they purchased the appliance or accredited units to complete the user manual with information regarding the type and technical characteristics of the consumables, if the user manual of the appliance does not contain such information;

d) to conclude with providers of consumables firm contracts containing delivery clauses only of the consumables of the type and with the technical characteristics stipulated in the user manual, which ensure the maintenance of the legibility of the data during the archiving period stipulated by the present emergency ordinance, as well as damages clauses to which users are entitled in the event of non-observance of contractual terms by providers.

It is obvious that the legislator has implicitly eliminated the obligation of the users of the fiscal cash registers to purchase consumables only from the authorized distributors (authorized distributors from which the cash register was purchased), thus enabling the users to purchase consumables from any provider, with condition that the consumables are of the type and technical characteristics provided in the instruction manual of the appliance.
